The SET 2017 will take place this Saturday (10/14/17) in Connecticut.

I have listed below the scenario for this exercise. Look for more information to be released over the next couple of days both here and on the CTARES.org website.

I look forward to any and all participation.

Operational Scenario

Operation “Toujours Pret”
Basic Premise
Global media have reported that known terrorist organizations have boasted of continued cyber-attacks on American infrastructure targets.
Now, undefined attacks have resulted in short term outages in power grid and communication networks with localized internet outages in New England and the New York metro areas.
One announced target is the cooling control systems at nuclear power generation facilities.

The implication to Connecticut ARES is the possibility of such an attack taking place and being successful at the Indian Point Energy Center in Buchanan New York and the Millstone Nuclear Power Station. A cooling system malfunction could lead to a discharge of radioactive material into the atmosphere. With commonly easterly and southeasterly winds in this general area This contamination could spread into Connecticut and beyond.

Scope of The Exercise
Once alerted to the threat of possible contamination national, state, and local authorities will be alerted to monitor and report all indication of radioactive activity in accordance with FEMA directives.

An important part of this effort will be to report closely with The National Weather Service. ARES networks will be activated to work in conjunction with Skywarn and their local Emergency Management Directors to monitor and report conditions within their area of coverage.

Conditions will not be static and from the start of the exercise new information and condition changes will be injected by the exercise manager. Tasks will be assigned with a requested feedback from the field through network channels. All available communications networks may be used to include but not limited to:
Local repeaters
Linked repeaters
DMR
Packet and Winlink
HF Voice and digital
Cellular text

Injects
The exercise manager may, at their discretion, inject that local public networks are unavailable due to continued cyber-attack activity. Once this inject is made all traffic must cease using the effected networks and be rerouted to alternate amateur networks. The following networks may not be used during the exercise for reporting or communication
Internet e-mail
Cellular voice

Duration
This exercise is planned to take place on Saturday with the first networks called as early as 0800 and ending final operation on or around 2100 that evening.
This will allow for voice nets to finish by early afternoon and state and local traffic nets to finish later as time requires.
This will be a one-day exercise.

"OPERATION “TOUJOURS PRET”

Press outlets around the world are quoting known terrorist groups on their threats to use cyber technology to attack infrastructure targets within the United States. To date no specific threats have emerged but analysts suggest vigilance across the country. Targets that have been mentioned include power grid control systems, nuclear power plant control systems and communications networks with emphasis on wireless and internet systems.

ARES networks are at this time asked to review their contact structures with local served towns and agencies. No action is required as of yet but vigilance is prudent. Make contact with your local networks and be prepared.

OPERATION “TOUJOURS PRET”
State and local officials in Connecticut and New York have confirmed unsuccessful cyber-attacks on cellular networks and internet infrastructure. No attack has caused system failure but continued attacks could possible halt service in some areas.
At this time I am raising the alert level to “1”. Prepare for contingency. Make sure that you and your family are safe first. Ensue that your batteries are charged and that your deployment equipment is organized. If the need comes be prepared.
