NH-ARES Statewide Simulated Emergency Test
- November 8, 2014 8am-1pm


THIS IS AN EXERCISE

The New Hampshire portion of the national SET exercise will utilize 2m/75cm simplex, HF, voice and digital modes. All repeaters, and local phone and internet will be “down.” Many towns will have lost their own communication systems and are unable to contact the state for support and relief. Communications will be routed by the fastest possible and most expedient means.

The precipitating scenario will be a widespread heavy ice storm. This exercise will cover the immediate post-storm response. Red Cross will have opened shelters and the BSA Camp Carpenter operations center.
Secondary and tertiary roads will still be mostly impassable, so at least some stations will be expected to operate from home, perhaps as VHF relay stations or HF net liaisons. Interstate highways and some major secondary roads will have been reopened.

Email will be working at the SEOC, which has a hardened connection, so HF Winlink system email messages will be viable.

Planning
Operating from actual sites is strongly encouraged, since part of what we’re testing is our ability to reach key locations directly, with no repeaters.

Hospital stations can be considered hardened sites and likely operable. The same goes for town EOC sites, most of which have reliable backup power. This is a good time to take a hard look at antenna installations and backup power to judge their survivability with heavy icing. What challenges might you face, and do you have any work-arounds in place?

Assume that all HF antennas will have been damaged, and replacements or temporary antennas will be needed.

Messages
Messages should fall into three categories:
1) From towns to the SEOC requesting assistance
2) Between ARC’s operations center and known shelter locations
3) Between adjacent town EOCs (mutual aid requests and offers)
The SEOC may issue bulletins, possibly via email into the Winlink system to known-active addresses.

No communication with NWS Gray is planned for this exercise. Weather information, if any, will come from the SEOC.

Collect call signs of any active Winlink stations and forward them to the SEOC and Section Net ASAP after the exercise begins. Send Winlink email activation notices to the SEOC address: [email protected]
