The annual Simulated Emergency Test (SET) provides us the opportunity to unite as an ARRL Section to demonstrate our skill sets and capabilities in a very real and measurable way.
We start with a BASIC ASSUMPTION: You know how to Program and Operate your radio/s. SUMMARY SKILL SETS 1: The Directed Net 2: The ARRL Radiogram 3: The ICS 213 4: Modes CAPABILITIES 5: Radio(s) 6: Antennas 7: Data Communications 8: Organization 5: Alternate/Emergency Power Let’s review those Skill Sets that we all need to acquire and display proficiency. SKILL SETS 1: The Directed Net 1-a) Ability to operate within a Directed Net 1-b) Ability to run a Directed Net as the Net Control Station (NCS) 2: The ARRL Radiogram 2-a) Ability to copy and deliver an ARRL Radiogram 2-b) Ability to send an ARRL Radiogram Nota Bene In Real World events, we hams do not generate messages. - We send messages that are given to us with an official’s signature. 3: The ICS 213 3-a) Ability to copy an ICS 213 (General Message Form) 3-b) Ability to send an ICAS 213 (General Message Form) 4: Modes 4-a) Ability to accomplish #2 and #3 via Voice 4-b) Ability to accomplish #2 and #3 via RMS Express 4-c) Ability to accomplish #2 and #3 via Classic Packet Radio Now, let's take a look at the Capability Objectives that will keep us operational. Capability Objectives 5: Radio(s) 5-a) Capable of 5 watts on VHF/UHF 5-b) Capable of 5w – 25w on VHF/UHF 5-c) Capable of 5w – 100w on HF (General, Advanced, Extra) 6: Antennas 6-a) Have an after-market VHF/UHF antenna that is 19” tall (approx.) for your HT. 6-b) Have a VHF/UHF Mag. Mounted Antenna that is 32” tall (approx.) 6-c) Have a vertical VHF/UHF “gain” antenna of 5' - 6' tall (e.g. Comet GP-3, Jetstream JTB-3, Diamond X50A) for field use with mast and mount for a 20’ height (approx) with ½” low loss coax (2 rolls of 50’ and a barrel connector) 6-d) Have antenna(s) (Home & Portable) for 75m & 40m with 2 x 50' rolls of RG-8x coax and a barrel connector. (General, Advanced, Extra) 7: Data Communications (1) 7-a) Have a Notebook computer loaded with Winlink’s RMS Express and Outpost PMM. 7-b) Have a working TNC (Terminal Node Controller) and cables for your VHF/UHF radio and computer.
